In line with the goal of enhancing environmental sustainability and encouraging individuals to reduce their excessive reliance over single-use plastics, the Executive Council of Dubai approved a new policy. The policy is applied for all stores across Dubai including, but not limited to, retail stores, textile and electronic stores, restaurants, pharmacies, online, and e-commerce deliveries.
As a subsequent step, the policy will be evaluated over several stages from banning single-use bags and looking for available alternatives starting from January 2024 and gradually phasing-out single-use plastic waste by 2026. This is followed by the assessment of behavioral changes in the community.

Yes, starting from 1st of May 2024 all Single use bags includes the following types of bags that are 57 micrometers and under:

We will not be specifying the alternatives as we do not want to limit the market to a specific kind of bag. Customers can use bags which are not 57 microns or less. We aim to encourage use of reusable bags that have a longer lifespan.
Though ban of single-use plastic bags comes into effect from January 2024, it will be charged 25 fils until June 1, 2024.
Biodegradable bags need a specific recycling plant. If it is left on landfills, it will not degrade 100 per cent due to the presence of microplastics. Later, this microplastics will be consumed by animals and it will end up in our food chain, resulting in humans consuming microplastics.

Fines will be imposed for non-compliance with the policy. According to Article 9 of Executive Council Resolution No. (124) of 2023 on single-use products in the Emirate of Dubai, the penalties and administrative fines shall be as follows:
Without prejudice to any penalty provided in any other legislation, anyone who violates the provisions set out in Article 5 of this resolution shall be liable to a fine of AED 200.

There will be a guidebook for both consumers and businesses to refer while choosing alternatives for plastics. It includes all the alternatives and their footprint. The guidebook will be published soon by the Ministry of Climate Change and Environment.
